We are in immediate need of a Sr. Application Developer with Accela experience. This is a 6-month contract to hire opportunity.

Due to our client, candidates must be Florida state residents, and willing to travel minimally to Pinellas County. This will require minimal onsite work in Pinellas County.

Are you a great developer? Do you have a knack for talking to customers and understanding what their business need is? Do you like data and working to make it more accessible to users as well as management teams? We need your help! We have a need to bring in a talented, creative, friendly developer who is willing to roll up their sleeves and write code, develop requirements, and design specs, design a data schema, migrate data, jump in and help our report writers when needed, set the vision for how to solve a problem. This position requires to work on our Accela permitting platform We are a friendly team and mostly work remotely but want to treat each other like our extended family.

Responsibilities:

  • Able to develop professional project artifacts to enable system design, team communication, and project efficiencies: Analysis, Design, Business Process Improvement, Data Modeling, Development, Planning, Implementation, Test Script Development, Monitoring/Controls, Troubleshooting/Problem Solving, Documentation, and Service Motivation
  • Organizes, prepares, and takes responsibility for project plans/schedules, and outlines requirements, tasks, work assignments, resources, and critical milestones.
  • Identifies and analyzes complex problems; distinguishes between relevant and irrelevant information to make logical decisions; provides solutions to individual and organizational problems
  • Takes ownership of complex cross-sectional problems and leads a team to resolution with an appropriate sense of urge
  • Makes and delivers informal and formal presentations, both verbally and in writing, to peers, managers, and customers at various levels of the organization using clear, concise, and effective communication.
  • Counsels, evaluates, and rates organizational and employee performance.

  • Position Specific Responsibilities
  • Developing data-driven business application solutions.
  • Application support, maintenance
  • Overseeing project deliverables for software applications with a data focus
  • Responsible for system design, development, implementation, and support as well as for providing technical leadership, guidance and mentoring to support staff and project team members
  • Develop reports, dashboards, data visualizations.
  • Design and implement data security requirements for HIPAA or CJIS systems.
  • Work with business customers on understanding and documenting requirements, creating specifications, and prioritizing work.

Qualifications:

Education/Experience

  • Seven (7) years of technical and professional experience in information technology in four (4) of the responsibility areas above that includes customer service and one (1) year of professional team leadership or supervision; or an Associate’s degree in information technology, computer science, computer technology, or related field and five (5) years of experience in four (4) of the responsibility areas above that includes customer service and one (1) year of professional team leadership or supervision; or a Bachelor’s degree in information technology, computer science, computer technology, or related field and three (3) years of experience in four (4) of the responsibility areas above that includes customer service and one (1) year of professional team leadership or supervision; or an equivalent combination of education, training, and/or experience.
  • Must be able to travel to frequent meetings held in a variety of locations across the County.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
  • Experience in Accela permitting platform (Scripting/Configurations)
  • Software Development Languages (e.g., Python, Java, C#, SQL, JavaScript, .NET,etc.)
  • Database connection, update, query (e.g. SQL Server, Oracle, Postgres, or MySQL)
  • Responsible for system design, development, implementation, and support as well as for providing technical leadership, guidance and mentoring to support staff and project team members
  • Candidate must be a Florida state resident, and willing to travel minimally to Pinellas County.

Preferred Experience

  • AWS experience (e.g. S3, Lambda, SQS, etc)
  • Integration development with APIs and other methods
  • Reporting Tools (Crystal, SSRS, Power BI)
  • Master’s degree and 8+ years of experience
  • Experience in Accela permitting platform (Scripting/Configurations)
  • Knowledge, Skills, and Abilities
  • Software Development Languages (e.g., Python, Java, C#, SQL, JavaScript, .NET, etc.)
  • Data Security (CJIS, HIPAA, etc.)
  • Business Intelligence & Analytics Systems (Power BI, OBIEE, Tableau, etc.)
  • ETL Tools (FME, Glue, SSIS etc.)
  • Reporting Tools (Crystal, SSRS, Power BI)
  • Knowledge in the use and application of reference materials to research and solve complex problems

Skills:

  • Understands and implements development best practices (ITIL, DevOps, Agile, Scrum, etc.)
  • Ability to lead or mentor teams and facilitate groups to achieve success.
  • Ability to prepare and deliver effective presentations at various levels.
  • Ability to use diplomacy in dealing with difficult customers and delivery of services.

Physical Demands

  • The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Additionally, the following physical abilities are required:
    • Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.

    • Repetitive motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
