A Midwestern state faced significant challenges, including the need to provide a diverse range of resources, such as temporary medical, administrative/clerical, IT technical, IT consulting, and independent verification and validation (IV&V) services. Additionally, there was a pressing need for greater transparency and visibility into the state’s program operations, necessitating detailed reporting and metrics. Lastly, the existing vendor rate/bill structure required transformation to contain supplier markups and ensure that most of the spending was directed towards the contractors performing the work.
