Cybersecurity tabletop exercise webinar series: Nation-state cyber-attack
Join us for a multiday interactive webinar series, held in collaboration with Harrisburg University, NACo, and CAI. Sessions will take place November 16–19 from 1:00–2:00 PM ET each day.
Join us for an interactive 4-day cybersecurity tabletop simulation focused on a nation-state cyberattack on a county justice complex.
This hands-on experience is designed specifically for county leaders, justice and public safety officials, facilities managers, and technology professionals who want to test their readiness and strengthen response strategies before a real incident occurs.
Course Summary
The scenario unfolds over 4 consecutive days (Monday through Thursday, November 16-19) through daily Zoom webinars and structured online homework on the NACo Higher Logic platform as the scenario unfolds and escalates throughout the week.
- Day 1 (Monday) provides scenario orientation
- Day 2 (Tuesday) addresses discovery and initial response
- Day 3 (Wednesday) covers breach investigation and expanding complications
- Day 4 (Thursday) focuses on recovery and AI governance.
Each day introduces new developments requiring cross-department coordination among IT and security, facilities and building management, the sheriff's office and jail administration, court administration and the judiciary, legal, emergency management, communications, and administration, along with the affected vendor and federal partners. Participants will need to adapt their response strategies in real-time.
As the scenario escalates, participants confront the theft and AI-assisted exploitation of sensitive footage from confidential proceedings, threats to physical safety and humane jail conditions, and the risk of lateral movement into court case management and law enforcement records.
Learning Objectives
Upon completion of this cyber simulation, participants will receive a certificate of completion and will be able to:
- Identify and assess risks associated with nation state-linked intrusions into county operational-technology and physical-security systems
- Evaluate and strengthen third-party and vendor remote-access controls
- Implement and champion network segmentation between OT, surveillance, and enterprise IT environments
- Coordinate incident response across IT and security, facilities and building management, the sheriff's office and jail administration, court administration and the judiciary, legal, emergency management, communications, and administration
- Assess threats to physical safety and humane conditions arising from compromised building systems
- Evaluate judicial and evidentiary integrity risks, including chain-of-custody and due-process implications
- Coordinate with federal law enforcement and cybersecurity partners during a suspected state-sponsored incident
- Develop crisis communications strategies for incidents involving courts, jails, and national-security sensitive information
- Build long-term governance for surveillance systems, vendor risk management, and OT security
Participation Instructions:
- Complete all required fields in the registration form.
- After registering, you’ll receive a confirmation email with the Zoom webinar link and a multi-day calendar invitation. Note that this same link will be used for all 4 webinars.
- Access the NACo Higher Logic platform link where the scenario with daily homework will be assigned (link and instructions will be emailed five days prior to the start).
- On the day of each webinar, join using the same email you used to register initially.
- After the conclusion of each daily webinar, you will receive an email with the Zoom webinar recording and a reminder to complete your homework on the Higher Logic platform.
Notes:
Attendance and homework completion are mandatory to receive a certificate of completion from Harrisburg University. If you are unable to attend, please review the daily post webinar email and plan to register to view the on-demand webinar recording and complete the homework to continue with the daily simulation.
