A significant impact for a mid-Atlantic state department
CAI is a leading provider of information technology (IT) and project management services. For over 40 years, we have successfully delivered custom IT solutions, system integrations, and large-scale transformation projects. This includes many state and local government clients and contracts, from small staffing augmentations to complex IT Strategic Roadmap Programs spanning multiple years.
Since 2020, we have had the pleasure of working with a major mid-Atlantic state transportation authority in developing, implementing, and evolving their project management practices for IT and business process improvement projects. While this department has a robust roadway planning division (ushering multi-million-dollar construction efforts through successful completion), they needed help developing a process to prioritize their IT and business process efforts. We collaborated to build an enterprise management structure that allowed them to prioritize, plan, and facilitate their business and technology efforts more judiciously and effectively.
The purpose of this project was to assess the department's current processes and capabilities for managing projects, build project processes and templates to be used for managing and monitoring all IT projects, and design the enterprise-wide PMO structure. This office would be responsible for promoting and supporting these processes. We worked closely with department leadership to build and achieve the following:
- Assessment and Review: We developed a clear understanding of the organization's structure, needs, and requirements regarding portfolio, governance, program, and project management of IT-related initiatives across the enterprise. Findings from this engagement were used to define the recommendations, needs, and goals for establishing an enterprise-wide PMO.
- Recommendations for PMO Design: Using the information collected during the assessment, the team developed the recommendations and design document to create and implement a PMO that meets the department's governance and project management needs. This included identifying all processes, methodologies, templates, forms, and tools needed.
- Plan PMO Phased Rollout: We built a schedule for implementing the PMO structure within the department to assist them in the creation, management, and executive oversight of the PMO. This plan included the steps needed to develop methodologies, templates, processes, procedures, and organizational aspects pertinent to the establishment and successful execution of the PMO.
- Process improvements: We developed project processes and templates to manage and monitor all IT projects and established the PMO, which is now responsible for promoting and supporting these processes.
- Standardization: We established a methodology for our client to determine the size and complexity of each project and establish standards for how much governance and oversight should be applied.
While implementing project management principles may sound simple, there were plenty of hurdles to clear. To successfully set up a team to plan, prioritize, and guide project implementation, the department realized it needed to build a project management culture. This involved overcoming challenges such as resource allocation, fostering a project management friendly environment, and building a strong leadership team that believed in the PMO's vision and goals.
CAI collaborated with the department throughout this project to utilize standard project management disciplines. We developed a Project Management Plan, Project Log Workbook (Risks, Issues, Change Logs), Responsible, Accountable, Consulted, (RACI) charts, Schedules, Spend Plans, Status Reports, and Closeout Reports.
The last step of this project was to build a separate 100-day plan for rolling out these processes. This helped to establish the steps for the continual growth of the PMO and organizational improvements.
At the end of their implementation, the department had established the framework for prioritizing and delivering successful technology and business projects. This successful implementation led to the delivery of several major technology and business process improvement projects that were non-starters just 4 short years ago.
This department's enterprise-wide PMO is still going strong and has successfully delivered several major technology and business process improvement projects. Today, it continues to build upon its established principles, standards, and practices to ensure they evolve with the organization's growth and innovation.
Starting a PMO for government agencies
