Challenge

A large southeastern state needed help to fill an open senior IT program manager position to oversee a special project. It had relied on the same contingent workforce managed service provider for 12 years but wanted to increase competition between IT services suppliers so it could solicit more highly qualified candidates and reduce costs. The state wanted expert help releasing the job requisition, screening and shortlisting candidates, conducting interviews, and coordinating onboarding activities with compliance management ahead of the selected candidate’s start date.

Solution

The state reached out to CAI’s Contingent Workforce Solutions (CWS) to qualify the job requisition and release it to an approved supplier network to solicit submissions from qualified candidates. CAI’s account management team then applied its hands-on, integrated approach to screening the candidates based on parameters listed in the job requisition and provided a shortlist of the top candidates within three business days. Along with facilitating interviews and coordinating onboarding activities, CAI entered the state into its web-based vendor management system (VMS) to capture timesheet entry and approval and streamline monthly invoicing and supplier payments.

CAI managed the onerous work involved in recruitment, selection, and onboarding of contingent workers on behalf of the state, including:

Because CAI offers an experienced on-site account management team, an automated web-based VMS, and a continuous improvement process that supports all participating organizations, state employees can operate as if they simply have a bigger, more cohesive team at their disposal. Instead of having to sort through 20-40 candidates selected simply on keyword searches, as the previously managed service provider had done, the state could choose among five qualified candidates within three business days of the requisition.

Once the hiring was complete, the state employees could focus on beginning the special project with the new senior IT program manager and leave the administrative details to CAI. Its robust reporting capabilities provide transparency into all facets of the program.
